About me:
Noel was educated at Whitgift, where he continues to provide school bursaries for less able students. Noel gained a Queen’s Commission into the Royal Navy.
Noel qualified in the Royal Navy as Watchkeeping Officer, Navigation Officer, Torpedo and Anti-Submarine Officer, Diving Instructor Officer, Communications Officer, Gunnery Officer, and NBCD (Nuclear Biological Chemical and Damage Control) Officer.
Promoted to Lieutenant Commander, Executive Officer Warship HMS Kellington 1978-84, serving during the Cold War period, the IRA Insurgencies and Combined NATO Operations in the Mediterranean. Decorated by the late Queen Her Majesty Queen Elizabeth II in 1980.
After leaving the Royal Navy, Noel became a Consultant to the European Commission in Brussels, managing the project between the EU and Israel by generating major contracts from businesses in Denmark to fund employment in Israel for the repatriation of 600,000 Ashkenazi Jews back from Russia to Israel.
Upon returning from Israel and Denmark in 1998 joined Bond International Software in Worthing, a Public Company with a turnover of £35 million and 500 staff. Promoted to director in 2000, retiring in 2009 when elected Mayor of Worthing. As Mayor Noel became the Queen’s representative of the Borough of Worthing 2009/10 and Chairman of the Full Council of 37 Councillors. The Queen invited Noel to Buckingham Palace upon completion of his duties.
Noel became Chairman of Trussell Trust National UK Foodbanks, initiated Worthing Foodbank and encouraged the vision of social franchising so every significant town in the UK should have a foodbank, and established over 1500 free foodbanks in the UK.
Noel then worked for Heene Community Association from 2012 as a Business Development Manager, helped in securing Queen’s Award for Voluntary Service ‘MBE for Volunteer Groups’, retired in 2022 after ten years of service, and was invited to serve on the board of Trustees as Vice Chairman.
Noel works part-time for CAP (Christians Against Poverty) in partnership with New Life Church, Durrington, as a Debt Centre Manager, responsible for taking residents through the process of insolvency to becoming debt free. Gained City & Guilds Diploma in Debt Counselling.
Noel also continues his association with the Royal Navy as Chairman of Worthing’s Royal Naval Association, looking after local veterans' and widows' welfare.
Noel is currently the Borough Councillor for Salvington Ward in Worthing, having first been elected in 2004, and County Councillor for Durrington and Salvington Division. Noel served as Chairman of Planning at Worthing Borough Council until May 2022 and Vice Chairman of the Planning and Rights of Way Committee at West Sussex County Council. Noel is also a Durrington Infant and Junior Federated Schools governor, where he has distributed food parcels to vulnerable families.
My priorities for Durrington & Salvington:
1. To identify the potholes in my division and get them filled in
2. To find out the concerns of residents and find solutions to their problems
3. To preserve and improve our green spaces and protect against unwanted developments
4. Explore ways to make roads safer for our schoolchildren
5. Campaign for a proper A27 bypass rather than tinkering with existing road junctions
